SOCIAL ACTIVIST MEDHA PATKAR HECKLED BY TRIBALS FOR HER ADVOCACY FOR MAOIST BUTCHERS

Bhopal: Tribals angry with activists fighting for human rights of Naxalites, while ignoring poor adivasis – threw rotten eggs and tomatoes at Magsaysay award winner Medha Patkar and Sandeep Pandey as they reached Dantewada town in Chattisgarh on Wednesday.

While Patkar, being a woman, did not face much humiliation, her companion Pandey was pulled down from a motorcycle and given a hiding. He was pushed around and asked why activists had done nothing for the tribals, but found cause to support Maoists.

Patkar, who leads the Narmada Bachao Andolan, and Pandey, who founded Asha for education, were on their way to participate in a jan sunwai (people’s court) in the Naxalite-hit areas on Thursday.

Patkar and Pandey were on a bike when the tribals carrying banners of “Maa Danteswari Adivasi Swabhiman Manch” surrounded them asking them to go back.

Shouting slogans like “Wapas jao, wapas jao (Go back), the tribals said NGOs “support Maoists under the pretext of human rights”.

Police resorted to lathicharge to rescue Patkar and Pandey. Dantewada SP Ambreesh Mishra, however, said the two should have been more careful…………..

SUB: NHRC SILENT OVER VIOLATION OF HUMAN RIGHTS BY THE MAOISTS WEST BENGAL

Most respected Sir,

As an ordinary humble citizen of the country, I would like to invite your immediate attention to the following fact.

The National Human Rights Commission was very much active during the episodes of Nandigram, Singur and Rizwanur Rahaman. But it is unfortunately maintaining complete silence over gruesome murders committed by the Maoists in West Bengal.

In this connection, it would not be out of place to mention that Arundhati Roy, Mahasweta Devi, Medha Patkar, actress Aparna Sen and other intellectuals and human right activists sharing same opinion and boat are very much apprehensive and worried for the safety and security of the Maoists in India, who have been carrying on their nefarious and criminal inhuman brutalities on the common people ranging from amassing huge wealth, destruction of natural resources, plunder, rape, murder, extortion, blowing up schools, health centres, railway tracks, torture and Kangaroo trial using the indigenous people as pawns and human shields. Out of her utter sympathy and compassion for the Maoist butchers, social activist Arundhati Roy has initiated a mass petition on 12th October 2009 to the Prime Minister of India urging him to stop offensive against them and their brutalities. She has obtained the signatures of respected Noam Chomsky and other renowned dignitaries within the country and abroad to make the petition more acceptable, significant and weighty in order to glorify and justify the Maoist cruelties and violence particularly on the indigenous people. If Arundhati Roy and other signatories were really interested for the well being of the indigenous people, they would have also petitioned openly to the perverted Maoist butchers in the same manner, style and spirit urging them to desist from wreaking havoc on the indigenous people by using them as pawn and shield for suiting the tainted Maoist political agenda. But it is not so. The one and only one aim and objective of the petition is to create sympathy for the Maoists and justify, glorify and legitimize their mindless brutalities.

The society demands timely disposal of the dead body of even a creature. But the entire world witnessed with horror how the dead bodies of 4 poor tribal CPI (M) cadres butchered by Maoist-TMC-Congress-SUCI Alliance were kept in open for 5 days without allowing disposal by the Maoist-TMC criminals at Lalgarh in West Bengal. Their relatives were neither allowed to come near nor touch the bodies. The Maoists and TMC workers danced and sang around the bodies in the same manner as is practiced by cannibals. Their brutality and inhumanity surpassed all limits of human tolerance and society.

These Indian intellectuals and human right activists had played an important role during Nandigram and Singur episodes to extend moral and logical support to the rainbow alliance of TMC, Congress, Maoists and SUCI under Mamata Banerjee. They had unleashed widespread virulent, venomous, exaggerated and politically motivated campaign throughout the world and organised processions, rallies, meetings, and mass signatures and so on against the mainstream Leftists over the unfortunate death of 14 persons in Nandigram resulting from provoked police firing where as they maintain complete silence over regular murders committed by the Maoists. Many of them had directly or indirectly worked actively for the victory of Maoist and Mamata Banerjee supported Congress-TMC-SUCI candidates in West Bengal in the last Parliamentary elections held in May 2009 making the Nandigram, Singur and Rizwanur Rahaman episodes as important election issues.

Despite this, these Indian intellectuals all along shamelessly pretend to be impartial, neutral and non-political.

More than 87% landowners had consented to offer their land for the establishment of an automobile factory at Singur. But it was abandoned due to the political agitation of Mamata Banerjee and her team consisting of opposition political parties, Maoists, some intellectuals, few human right activists and a section of motivated media. Singur had nothing to do with SEZ.

Similarly, in spite of repeated assurances by the Chief Minister of West Bengal that no chemical hub would be set up at Nandigram, Mamata Banerjee and her team had caused the unfortunate incident on 14th March 2007 by way of utter provocation and manipulation resulting in 14 unfortunate deaths.

Had these intellectuals been impartial, unprejudiced and unbiased the incidents of neither Singur nor Nandigram would have taken place.

The Maoist-TMC-Congress-SUCI butchers under the leadership of the Union Railway Minister have murdered brutally hundreds of CPI (M) and other Leftist leaders, cadres and supporters in West Bengal. They have blown up school buildings, health centres, mobile towers, railway lines, railways stations and what not. But these intellectuals and human right activists are maintaining complete silence. They think that only the Maoists are human beings. Except the Maoists, none in the country can have any human rights and the murder of hundreds of people by Maoists is, therefore, justified and a need for the society. So, they have not yet uttered even a single word to condemn the crimes of the Maoists.

Every murder is unfortunate and condemnable. Had this group of intellectuals and human right activists played an impartial role and stopped lending moral and logical support to the Maoist butchers, the unfortunate deaths at Nandigram and other parts of the country could have been avoided easily. But the fact was that Mamata Banerjee and her rainbow alliance needed some dead bodies for winning the parliamentary elections in West Bengal riding over sympathy wave and the intellectuals and human rights activists presented the same in time to suit her political agenda.

The National Human Rights Commission had taken Nandigram, Singur and Rizwanur Rahaman episodes very seriously and sent fact-finding teams to West Bengal. This action on the part of NHRC received wide coverage in the media at that time. But today it is also completely silent over the murders committed by the Maoists in West Bengal and other parts of the country. As a result, this has raised many a questions in the minds of the people.

Most of the Maoist victims are teachers, grocers, daily wage earners, farmers, labourers, students, rickshaw pullers, hawkers and people belonging to other weaker sections of the society.

Apart from this, 41 police personnel 1 doctor, 1 nurse, 4 government employees on duty were also killed by Maoists. Shankar Samanta and many others murdered at Nandigram and Khejuri by them are not mentioned in the above list.

Under the circumstances, I would request you to kindly look into the matter seriously and ensure that this procession of death is stopped immediately in the interest of human rights of all irrespective of political affiliation, caste, creed and religion.

Sub: Irresponsible and dangerous moves of the Railways Minister

Dear Prime Minister,

1. You have called the ‘Maoists’ the greatest internal threat to the security of the country, and yet, the Railway minister has kept providing these elements with her full-fledged support in the media and through her declarations and acts. She has also repeatedly called for the release of Chhatradhar Mahato, named accused in murder cases. The Railway minister is constantly demanding the withdrawal of Joint Forces from West Bengal, which will only facilitate the activities of the Maoists. Within hours of a landmine blast in West Midnapore on 27.11.2009, which killed two policemen, the Railway Minister denigrated the Joint Forces.

2. The said minister has claimed before the media inte ralia that the violence being committed on and against the leaders and workers of the CPI (M) is not the handiwork of the CPI (Maoist) but a result of internecine feud. She has called for the arrest of the Bengal Chief Minister and in the same breath the release of Chhatradhar Mahato while repeatedly calling also for application of ART 355 and 356 in Bengal. The ‘Maoists’ receive a moral boost from her declarations and deeds. And almost simultaneously the Maoist Leader Kishanji reciprocated by airing his loud suggestions that the present Railway Minister should be the Chief Minister of West Bengal.

3. The annexed copies of the media reports would make it clear, the AITC and the CPI (Maoist), have long been engaged in destabilizing the political situation of the state by means of assassination, mayhem, arson, committing crimes on women and generally seeking to create a situation where the democratic fabric of the state in put under great duress. The Maoist along with AITC activists are forcing people at gunpoint to join their rally and barricades.4. Annexure I A, B, and C provide a detailed list of the leaders and workers of the CPI (M) and Left Front assassinated by the Maoist and the people’s War Group (PWG) from 2001. The number of those killed from June 2006 itself is 326. The ‘Maoists’ and the AITC have also killed, scores of common men, women, children, as well as police and medical personnel.

5. The AITC leadership is a close patron of the leadership of the People’s Committee against Police Atrocities (PCAPA), and its supremo Chhatradhar Mahato. Annexure II A, B, and C provide examples of this state-of-affairs from media reports.

6. Annexure III in the form of a CD contains photos that show the Railway Minister, Chhatradhar Mahato, and a section of the intelligentsia in confabulation in the area of Lalgarh, which has been a ‘Maoist’ stronghold. The PCAPA is nothing but a mass front of the CPI (Maoist) as reports in the media have repeatedly noted.

7. We draw your attention to the recent declaration of the ‘Maoist’ leader ‘Kishanji’ that since they have provided support to the AITC at Nandigram against the CPI (M), the AITC should come forward and help them at Lalgarh and adjacent areas.

8. The most recent incident of the blockade of the Rajdhani Express exposes the AITC game plan further. Even as the blockade was going on and graffiti being painted on the sides of the bogies calling for the release of Chhatradhar Mahato who is presently in police custody, the railways minister blamed the ‘Marxists’, meaning the CPI (M) that has held the train up. To add insult to injury, a full 24 hours earlier to the blockade, an AITC central minister Shri Sisir Adhikari had claimed before the media that he ‘knew that the blockade would take place.’ The source of ‘knowledge’ of this minister may kindly be probed and the nation kept informed.

9. At a time when the ‘Maoists’ have laid claim to the murder of an AITC worker Nishikanta Mondal at Nandigram on 22 September 2009, the Railway Minister keeps harping on the untruth that he was ‘killed by the CPI (M).’ On 29.11.2009, she has also said that she was privy to clues of the murder.
10. We enclose as Annexure II A and B the English translation of what has appeared in the Bengali print media on the nexus between the AITC-PCAPA-‘Maoists’ and as Annexure IV we enclose the original reports in Bengali that has appeared in the Bengali print media.

MAOIST TERRORIST CHATRADHAR MAHATO WITH PSEUDO INTELLECTUALS IN LALGARH ON 17-06-2009

BRUTALITIES OF MAOISTS INVITE STATE REPRESSION AGAINST TRIBALS AND POOR PEOPLE

SPEECH OF PRAKASH KARAT, GENERAL SECRETARY, COMMUNIST PARTY OF INDIA (MARXIST) AS PUBLISHED IN PEOPLE’S DEMOCRACY, 15TH NOVEMBER 2009

“In a hard hitting speech on the Maoist Role in India Today, Prakash Karat, General Secretary of the Communist Party of India (Marxist), denounced the Indian Maoists, “warped and outmoded world view” and their terrorist acts against political activists and officials of the state. Suggesting that the essence of Maoist ideology and polity today is that they are divorced of reality”, Karat called for the isolation of the Maoists by fighting them “politically, organizationally and ideologically”. The discussion was organised by a group of individuals under the banner of “Left-view” in New Delhi on November 6, 2009. Prabir Purkayastha of Delhi Science Forum chaired the programme.

OUTMODED IDEOLOGY

Prakash Karat mentioned that ultra-Left sectarianism has existed for more than 40 years in India and the Maoists have refused to learn lessons from the past. The Maoists continue to repose faith in concepts borrowed wholesale from the Communist Party of China in a period when it was itself in the grip of Left sectarianism and adventurism during the so-called Cultural Revolution. The outmoded and warped ideology of the Maoists thus continues to term India as a “semi-feudal, semi-colonial country and deny the strong capitalist base of the Indian state, the development of capitalism in agriculture, and has no place in its politics for the working class. Despite claiming to represent the peasantry, the Maoists have been unable to build up any major peasant movement, limiting their activities to remote and backward tribal dominated areas where, taking shelter in this type of terrain, it is possible to maintain or sustain to some extent armed squads and guerrillas. Paying lip service to the peasantry, the Maoists are engaged only in a violent war against the state, attacking its officials, the police, and the also the representatives of other political parties. Maoist actions are limited to the violent methods, which their armed squads resort to and, after receiving setbacks in Andhra Pradesh, they have squeezed themselves in a geographic area that adjoins Chhattisgarh, Orissa, Jharkhand and three districts in West Bengal bordering Jharkhand.

Commenting on the deliberate and violent attacks on the cadre of the CPI (M) in West Bengal, where nearly 70 of them were recently killed in continuing attacks, Prakash Karat said that this was not a new phenomenon. The Naxalites, particularly in the years between 1970 and 1971, were directly responsible for the murder of 350 people associated with the CPI (M), taking part in a pincer attack. They were then a part of the concerted violent campaign unleashed by the ruling Congress against the CPI (M), which claimed lives of nearly 1200 cadres and sympathizers of the party. The collusion between the Trinamul Congress and the Maoists today is therefore reminiscent of the 1970s, which saw the unleashing of widespread violence against the CPI (M), he said.

Prakash Karat attacked the Maoist claims of “successful boycotts of elections” in West Bengal. He pointed out that in the epicentre of recent violence in the Jhargram constituency (of which Lalgarh was part), the CPI (M) won by the highest margin of votes in the backdrop of CPI (M) suffering losses elsewhere in the state. The tribal voters enthusiastically voted for the CPI (M) in other constituencies as well in West Bengal. Even in other areas, where the Maoists called for a boycott, the people voted in large numbers, Karat said. He called into question their politics, suggesting that even in areas where the Naxalite movement was relatively strong, as in Srikakulam in Andhra Pradesh in the past, there existed no movement led by the Maoists or any support for them today. He pointed out that the cycle of violence started off by the Maoists only invited a vicious state response, which affected the very people whom the Maoists claimed to represent, and this phenomenon was very true to day as well. After the Maoists’ violent actions and state response, the tribal people are finding themselves in the worst situation possible, he said.

CPI (M) SAYS NO TO PARAMILITARY RESPONSE

Calling into question the centre’s paramilitary response to the Maoists, he said that the centre should not deal with the Maoists in the same manner as it does with terrorist organizations such as the Laskhar-e-Taiba, Jaish-e-Mohammad or Harkut-ul-Jihadi-Islami (HUJI). He said that the security actions that were planned by the centre, according to media reports, would end up targeting the tribal people only, as the Maoists would slip away and expose the tribals to the repression of the state paramilitary forces. Instead, he said that the Maoists had to be fought ideologically, politically and organizationally, as the CPI (M) had done and was doing in West Bengal. The Maoists have to be tackled administratively wherever they are engaging in wanton violence but a purely militaristic solution would lead to disaster, he said.

Secondly, the centre has suggested that it recognizes the socio-economic problems of the people in areas where the Maoists are influential and the prime minister pointed out recently it is necessary to implement the Forest Rights Act for the tribals. However, it is glaring that the centre is refusing to acknowledge the roles of its mines and minerals policy in those areas. Pointing out that the neo-liberal policies have opened the tribal habitats to depredations of the big mining companies, leading to the displacement, loss of livelihood and traditional habitats of the tribal people. Karat called for reversal of such neo-liberal policies and for the implementation of a socio-economic programme in these regions. The centre has to ensure that the tribal people are not deprived of their elementary rights. In its stead, development should mean that the tribal people remain in their traditional habitats where they can find work, apart from the basic rights and facilities that a state should deliver to all its citizens including roads, education health etc. This, he said, would negate the very claims of the support base the Maoists have built on the grievances of the tribals in those regions.

Prakash Karat pointed out that the outright hostility of the Maoists towards the CPI (M) was visible not only in West Bengal but also in other places like Chhattisgarh, Jharkhand and Andhra Pradesh where party cadres are being deliberately targeted for annihilation. He said that the Maoists are indulging in these activities with the explicit belief that “elimination” of the CPI (M) is necessary for them to advance. But the CPI (M) would fight back ideologically, organizationally and politically by winning over the support of the poor, he said. He mentioned that sections of the urban intelligentsia had a romantic understanding of the Maoist activities, despite their violent methods. Thus, it is necessary to confront and engage with them to make them realize the futility of the Maoist politics, its inability to raise issues that matter to the people or its inability to work on alternative people friendly models of socio-economic development – an agenda that has been taken up by the organised Left in the country.

Lastly, Prakash Karat said that these were difficult times when the opportunist political opposition in West Bengal, led by Trinamul Congress had joined hands with the Maoists in bringing about physical attacks against and to eliminate the CPI (M). This they are doing to destabilize the Left Front Government in the state. Karat emphatically said that the CPI (M) will overcome this opportunist collusion by intensifying its democratic resistance and movement.”
